Not hardly. MS is defying the US govt regarding turning over data on its off shore servers. MS is very much into privacy and security. The reason WP8 doesn't offer file encryption for individual consumers is: almost nobody cared and almost nobody would be harmed. It's called good business. Every feature, ability, etc adds to the cost of a product. That raises the price and it diverts resources from developing other features. They already offer encryption to corporate users via Exchange server. They will offer it to individuals when they start wanting it more than other features in the pipeline.

I have a feeling that with recent events and Apple and Google adding in encryption it'll get more attention and pressure for Microsoft to provide it as an option for any user who wants to turn on encryption.

Microsoft has the technology and the resources to make it available to consumers. That's not really an issue.

The attitudes toward privacy have changed dramatically since early summer 2013. Apple and Google must have had some indication that their users wanted default encryption features on their devices. Both are including it in their OS this year. Are Windows Phone users that much different from rest of the U.S. market?
