Recovery require a cellular data connection?

I hard reset my phone which didn't recover over night. Stuck on the spinning gears screen of death. Tried various reset methods then called Verizon for a replacement. They switched service back to my Trophy but I picked up the 928 an hour later and it was on the setup prompt. However, it wasn't able to connect to cellular during when signing into the account so I skipped that, connected to Wi-Fi and went into settings to connect to my account. It connected to MS, Twitter, and LinkedIn but nothing else. Didn't restore anything. How do I get it to run the restore?

You would have to again hard reset and this time make sure you enter your account details.

Or else another solution would be to go to settings and emails and accounts and connect the microsoft account which it was connected to previously and delete all others.

It should restore your contacts as well as app settings. But apps you need to re download them again.
