For a 13 yr old, there are any number of bargain Windows 8 tablets out now. She should look at something like the Dell Venue 8 Pro.

When I was 13 I had to make do with a netbook, trying to shoehorn Windows XP, and later 7 into that 16 GB SSD!
I think something better (cheaper and whatnot) would be an Atom tablet like the ASUS Transformer T100, the Dell Venue 11 Pro (base model) and such.

at the least, I think it'd be better to spring for either the original Surface Pro or the Pro 2.

I might have appreciated it, but I don't think id give 13 year-old me a Surface Pro. (although I probably wouldn't have broken it) I just didn't have a major use case for that relative amount of computing power and cost for school a few years ago.
But eh, depends.

Poor thing! When I was 13 (1966), the only electronic device I owned was a set of walkie-talkies! I didn't even have a transistor radio until I was 16. Didn't get my first PC until the age of 31.

At 13 I was still trying to figure how to get laid. I mean that literally. I didn't know exactly HOW to get laid but my dangly parts were screaming for me to figure it out soon. Internet porn was not invented yet to show me the mechanics even though I already knew what should go in where. Maybe thats why this kid is screaming for a surface pro 3.

To answer the real question, Im not sure there are any official refurbs yet. EBAY, Amazon or Craigslist is your best bet for a used SP3

My son has everything. EVERYTHING but I would not spend that kind of money on a SP3 for him. I cringe when he touches mine. He does take care of his stuff. He has an ipod touch, a ipad mini, ipad 4 and an iphone 4s. He is getting Lego Mindstorm ($350) for Christmas for so he can start programming for his school Lego Robotics team. He just turned 12 in November. I got him a supped up HP from a guy who builds gaming laptops from corp buy outs that kicks **** for $125. He will use that for programming.

All that being said I would not buy him a SP3 for that amount of money. If MS refurb units are like Apple's they will only save a like $150 bucks. Just get a 13 year old a laptop than can be upgraded and supped up. JMI :)

Oh yeah.....What's with this yellow band running down the side of my SP3 screen?

That's a nifty idea. Get him something a few years old that you can help him upgrade. It'll give him a great hands-on understanding of how a computer works. That's the way I learned so much. My dad decommissioned three crappy celeron desktops from his office and gave them to me to play around with. I did my research and consolidated all the good parts together to make a so-so computer. Eventually I bought a better processor for it. Since they were crap to begin with and free I had no issues putting a screwdriver to anything I was curious about. After that, I built my first computer using that knowledge. After that, I became the guy that the parents called to help remove the 30 internet explorer browser tool bars from their computers!

When my sons were around that age (almost 20 years ago), Santa brought them all the parts to build a computer. They unwrapped them Christmas morning but didn't have a working computer until they put it together. Took my younger son about 2 days to get his working, my older son took about a week.
