It's easy, just a little backwards. You have to go to your settings and change your "open new tabs with" and choose top sites or blank page rather than "top sites and suggested content".
THEN you have to go up and change "open with" to "New Tab Page".
So you will have set the new tab page as you want it and then told the browser to launch using that same page.
It's bizarre....like many other things that I won't even get into. You would think that you would set the start page and then choose whether you want new tabs to replicate that or not. But for some reason that only the twisted minds and MS can figure out, this makes sense to them.
