Reset back to factory settings

Surface RT 32 GB
Out of concern of lack of disk space, I removed the recovery partition after a Recovery USB drive was created.
Question :
Can I use the Recovery USB and reset my surface back to factory state ?
I want to keep the recovery partition instead of deleting it.
I don't mind starting over again.

I thought I had removed the recovery partition.
Just now, I ran a diskmgmt and the partition is still there.
I am confused.
