Every device probably will be going to get this feature, as it is not that hard to implement this on existing hardware.
As far a lumia 730
it will definitely get this

They haven't mentioned any other devices, even I am wondering why? Definitely all of them want this feature with the upcoming Lumia denim update

because they know that the device mentioned can easily run these features. What they don't want is to give false promises to anyone in case a technical fault occurs. This will outrage the people.

Even Android low ends devices get HDR....
And, Lumia 730 have the same processor and RAM of 830 with less MP, so is more easy yet.
