Edit : Yes it indeed is available but not from OP's link. Search your store on the phone for ChatOn - I just downloaded on my Lumia 920, UK.

Ya. Problem is with the link i posted. Plz go to store and search for it you can find. And you can install it now...guyz its working on my Lumia 820
