Scrolling and game problems

Just got my i3 surface pro, love it is so fast compared to surface 2 rt. Anyway what I notice, I just installed gta San Andreas via the app store and notice when the device is not plugged in, the game is really choppy and has low fps, but when it is plugged in, the game runs flawlessly. Is there anyway to set the gpu to run like it runs when plugged in on battery?
Second scrolling is not really smooth in the modern ie and desktop Internet explorer. When I scroll its not smooth like the surface 2 rt was. Any reasons?

THrid, has anyone had luck running Chrome on sp3? It runs like garbage on mine, the scrolling is laggy. \

No one's figured out how to overcome the throttling yet. You can try running it in an air conditioned room or with a table fan directly pointed at it though and see if that helps. Have you read this thread yet?

You can try the Chrome Canary build and see if that does any better. If so it's the current 'stable' version's fault (it's already known to suck your battery dry).

That's not a matter of throttling per se, more so a battery saving mode (which, sure, does throttle the CPU) rather than a temp related throttling like the biggest throttling issue is about.
 
Thaank you for finally a response. Its not a problem of throttling, however it is a problem of when its on battery, because as soon as I put the charger on in gta, it runs flawlessly.

Also anybody noticed compared to the type cover 2 which when you wave you hand over the keyboard the keyboard lights up. THis type cover for the pro 3 doesn't have that feature.

There are reports of the AUG 19th fw update lessened up the throttling and makes the fan not kick in as much.

It is a problem of throttling, though as Coreldan noted it's throttling to save battery life as opposed to temp related throttling.
