Scrolling randomly starts and goes up and down in one spot.

So my surface 3 is giving a really annoying issue. Randomly when I scroll it will freeze in place and rapidly scroll up and down. The only way to stop it is by turning the screen off. Does anybody have any suggestions or a fix? I'm close to throwing this guy...

Not always. It happens randomly and on random pages.

It's both. I initially thought my keyboard was wacked out but disconnected it and it started again. It's really weird.
