SD 210 vs SD 400

hi!
i want to buy my girlfriend a new phone, she got the old 620 and its slow and falling apart.
I was thinking of buying her the L550, or 640.
550 would be great because its not so big, and she doesnt really care about camera and specs.

But im not sure if the old 400 is still better than the newer 210 ?

Cant find any information. Some say the 210 is worse, some say both are even.

I don't have hard data but I believe the 400 is superior in that, while its older, it already blew away the much weaker 200, and I don't imagine the 210 being that much better. (considering the 410's improvements.)

BLU Win HD LTE has the SD 410. I think it is a nice SoC on that phone.
