Microsoft has confirmed that they are currently investigating download speed issues using Xbox One on Xbox Live in Europe.
For several months, Preview members have reported slow downloads on Xbox Live:

The thread gained over 67 replies, with numerous complaints regarding the download speeds.
A rep later confirmed that this is being investigated, but nothing was heard since:

Now, non-Preview members are also reporting multiple download speed issues throughout Europe, and Microsoft have once again confirmed that they are investigating the issue:
