Should Windows phone 7.8 be free for OEMs?

Hey guys do you think Wp7.8 should be free? because if it is this will attract Samsung and other OEMs.

I dont think it should be free but very very cheap. Like if WP8 costs $20 then 7.8 should cost 5

If you already have a WP with 7.5 you own a license to that software and the upgrades are included. In other words updating current devices is free. Now every time a new device is sold there is a cost for the software license.
