Since I installed Windows 10, why have I not been able to send e-mail when on the road out of live mail?

Since I installed Windows 10 I hav not been able to send e-mail when on the road out of live mail.

I have no problems with my home wi-fi but when traveling I am not able to send e-mails from hotel or RV parks wi-fi. What would the problem be and how do I fix it?
