skype "call failed"

I keep getting call failed when trying to use this app on Windows Phone 8.1 Dev Preview - eventually it will work - sometimes if I stop bluetooth audio, or sometimes just if I kill and restart

it seems to just dial the first few digits and then die - like it's somehow not dialing properly, then eventually works - anyone else seen this?

its a lumia 1020
