Small carriers and advanced features

Is it safe to assume that the smaller carriers have to play within the same box as their parent networks? Example: mint only allows the Lumia 640 to access wifi calling. Really sucks being a Lumia owner sometimes sitting with a 950xl that uses 70% of its potential.

I think, in general, any mvno is going to offer less features than the Prime carrier they piggyback on.

Well in the case of wifi calling, they aren't offering any less.
