anyone else getting 10+ hours with surf 2 or is it just me?

is that like extra 7 hrs?

and does Power Cover also have fast charge like the surface?

You are correct it is 70% for the Surface 2. But it is 60% for the Surface Pro and Surface Pro 2. I imagine this will probably sell more to people who have the Surface Pros because the battery life is shorter than the Surface 2. If it really does 70% you would be right to think 7 hours. But battery life really depends on a user's usage.
