"Some settings are managed by your organization"

I am trying to set my Surface 3 up for windows insider builds, and the option for insider builds (as well as the option to share information with Microsoft) are greyed out.

Just off the top of my head, I can only think of two things that might cause this, but I would love some feedback before I go to any extensive lengths to correct it.

1) Encryption is turned on.

2) Tablet is locked to AT&T

If one of those would be the issue, both can be fixed easily enough, but it will take some time. So before I start down this road, does anyone have any ideas or suggestions?

Yeah, I found that one. Followed the instructions. Completed with no errors found.
