Something like Hangouts Dialer?

On my android phone, I have installed Google's Hangouts Dialer. As you might know this is linked with Google Voice number and allows people within USA to call USA numbers for free over wifi/data. I often use this dialer to make calls when I am running low on minutes.

Is there something similar that I can install and use on Lumia 640 (Win10)? It would be great if that app can use my Google Voice number but I am open to having to use a different number as well.

Skype maybe? Skype can be used to call other numbers as long as you have minutes or credit

That's just it. Skype isn't free. Hangouts/google voice is.
