Windows 10 Mobile version 1511 10.0.10586.29

Can anyone tell me how to consistently hear the sound effects for ringtones or App sounds?

It's maddening, I'll tap on the play triangle and sometimes it plays and sometimes it doesn't no matter how many times I tap. I also tried selecting the sound. And then tapping the play afterward but even that is inconsistent.

I want to change the default sounds but it seems like it's buggy.

Yup, I've experienced the same thing. Head over to the Windows Feedback app and "UpVote" the issue there.
