Start Menu not working

Hi,

Today i had a bug who seems, after some search, a pain to fix. Today when i turn on my pc i found out that i had the Start Menu bug.... Any knows how i can fix it ? After the search best option i saw to fix it was creat a local acount , but some team partners told me that is only a temporary fix, because in 2/3 days i will have the same bug. Any knows a good way to fix it permanently ?

That's a simply random startup bug, a library doesn't load correclty, it fixes simply rebooting. Click right buttpn on start -> Close -> Restart
I saw it once a month on all my team machines

I did click on windows buton, but i dont find any saying Start, this is what i got:
