Same resolve here:

Go to C:\Users\user_name\AppData\Local\Packages\Microsoft.WindowsStore_8wekyb3d8bbwe\LocalCache

Delete all the files and folders. Open store and it will open again.

Worked for me instead of a fresh install

So this is awkward... that folder doesn't exist for me in my Packages folder...

The Store app continues to be unresponsive for me. Photos is behaving the same way.

I tried to refresh windows 10 using the Media Creation tool download specified by Microsoft....it didn't help....store still will not open....I would like to do an entire fresh start if needed on my PC....is there a download that will wipe all the old operating system and install a fresh windows 10 system. Also my hard drive is close to loaded and this would free up a lot of space for me.

ive tried all the fixes mentioned and none have worked. to get around this problem i uninstalled the last 3 window updates and restarted laptop. the store now opens and installed the pending updates and now the mail app opens and works
