Surface Pro 4 has a problem with legacy x86 program

We have Visual ERP system version 7.xxx (an x86 package) Surface Pro 4 with Windows 8.1 cannot run the .exe files. Especially those that utilize vbscript (aka cscript for x86) from within the .exe. Any ideas as to what files are needed that aren't installed on the Surface Pro 4?

My best suggestion would be to have someone with Surface Pro 4 with Windows 10 check this. Looks more like an OS/Software problem?
