Surface Pro 4 - I cannot click on the Start menu or Cortana (not touch, pen or mouse). What do I do?

Windows Central Question

I've rebooted via Task Manager, both restart and shut down. I cannot access Cortana or the Start Menu, so I can't get to my apps! What do I do?
