I doubt at that price you'll get a replacement for the Wacom active digitizer layer. Since the ad says it's for the Surface RT it must be a replacement capacitive touch screen. More than that I have no idea about this product. Best you ask the seller for complete details before purchasing any such product, and also be sure you can do the replacement yourself or know someone who can without damaging your tablet (any more than it already is I suppose, if you need a touch screen replacement).
