Switching phones - do I need to pay for apps again?

I have several apps that I purchased on my HTC Trophy. I may switch to another device on another carrier. Do I have to pay for apps purchased on the Trophy again?

App purchases are tied to your live account, so as long as you use the same credentials there should be no issue.

If you download from the phone, just hit the 'buy' button and it will tell you that you've already purchased it and you can download it again.

Also, you can see all your past purchases on Windowsphone.com under Account and redownload them there.

What about your settings/sms/contact list ? Is there a way to transfer them when changing of phone ?

contacts will get transferred as well because they're also linked to the live ID.
