System Hardware Update - 2/4/2016 Keeps installing

I have a Surface 3 4/128 LTE Win 8.1 Pro from AT&T. Since the System Hardware Update - 2/4/2016 came out it has had problems installing this update. It usually fails. I've reset to factory a few times and installed the hardware updates before any windows updates which temporarily fixed the problem. Then the 2/4/2016 update started showing up again and would not successfully install. Every so often the update would show up, attempt to install, and fail. Then last week I decided to install the Win 10 from the Insider Fast Ring (even without OneDrive placeholders :cry:). Soon after the install of Win10 the System Hardware Update - 2/4/2016 showed up again and installed without any issue. Then today I received notice that a reboot was needed for an update to finish. Sure enough the System Hardware Update - 2/4/2016 again and installed again without failing. I'm now on 14393.10 so we'll see if the System Hardware Update - 2/4/2016 shows up again.

What is going on? Any one else seeing the same thing? My searches haven't turned up anything quite like what I'm seeing. The situations I've found have all had BSODs along with the issues and I have not had them.
 
After upgrading to Anniversary, I noticed in my Surface 3 w LTE that this hardware update shows dated Feb but installed Aug 3, which is when I upgraded Win 10 to Anniversary.

Btw, after the upgrade my mobile functions disappeared. Don't know why but they showed up this morning, a day later and all seems normal now. I like this update.
 
I'm seeing this same thing after doing the Anniversary Update now for 2 days now. I just rebooted again today. The message disappeared and Windows Update shows that it is up to date now. Hopefully, it will stop showing the "restart required" message. Everything appears to be working fine with the Anniversary Update. I also am on build 14393.10.
 
So far it hasn't shown up again. Maybe it fixed it self. Thank you, @realwarder, for the link. If the issue shows up again I'll try that route.
