EDIT: Just in case someone happens upon this thread, whatever was going on must have been on T-Mobile's side because it's fixed now! The $3/month for no data but 30 minutes/30 text messages ($0.10 per additional minute/text) works again as it's supposed to. 
Great deal if you have a young child that uses the phone at home and doesn't text or call much but wants to ability do to so occasionally.
