The minimize and maximize buttons no longer appear on the task bar. How do I get them to appear?

After updates the task bar changed and the view of applications on open changed.

Your title is kind of confusing Nonetheless I have faced the same issue so I know what you mean. This is a bug and I have reported it using the feedback hub. So this WAS NOT intentional
