I really don't understand the strategy behind windows phone. In Israel there is a 8.9% of windows phone market share sales in just one year. Why the flagship devices such as Lumia 1020 is coming to late?

You're doing it wrong. 8.9% of smartphone sales in THAT YEAR, not all smartphones sold to date. Also, population of Israel is ~8 million, and there are cities I know with more people. So it's an insignificant market on the global stage.
