For cortana outside USA, Do reset.. and set time zone, location,language to usa.... this worked for me ; FROM NEPAL

i think u have to change the region to USA and restart. now check for update.

gonna try. i mean i m from India, and downloading the update while changed the region to US already.
it ate half of my battery, still at downloading 61% of the 2nd update.

From the comments on the recent cortana article, changing the phone language to English and Region to US does the trick.

I'm at 67% on the same.
