Windows Mobile devices were incompatible with Windows Phone 7 partly because of the shift to a new design language. Moving from Windows Phone 7 to Windows Phone 8 on the other hand brought about a change in kernel, hence WP7 devices weren't upgradable to WP8. I doubt Microsoft would do either a design language change, or a kernel change at this point. So other than hardware limitations, I don't see any barrier for WP8 devices to not be able to upgrade to WP8.1.
Barely any of the 7.5 devices like the Titan 2 ever got 7.8 and many still have that missing keyboard error. The history speaks for itself. Even when there is no change in kernal or design language change the updates just don't come. My suggestion if you like the device for the way it is, never expect an update. It isn't like apple how they can update millions upon millions of devices on hundreds of different networks ON THE SAME DAY
Also don't expect windows phone 8 devices to be upgradable to windowsphone 9.
