Touch Screen not working in Outlook

My Surface Pro 3 touch screen works beautifully everywhere but in the actual body of Outlook email messages. The vertical & horizontal scroll bars respond to touch, but I can't swipe through the message with my fingers in the middle of the screen like in other programs. Any ideas would be appreciated.

I'm also having inconsistent problems with my touchscreen laptop in Outlook emails (windows 10). It happens for no reason, and when it does, it will not respond to any touches so I cannot reposition the cursor, or click on a link. It often also prevents me from using the built in mouse to open an links.

Also frustratingly is the fact that no matter how often I confirm that I only want Windows updates done over night, Windows keeps shutting down the laptop in the middle of something I'm working on to do updates.
