Touchpad scrolling issues

I've installed Windows 10 on two different HP Pavilion laptops (dv5, g6), and the problem is that the scrolling function turns off automatically (will be unchecked) after every reboot. Tried with different versions of Synaptic driver, the newest and an older one, it's all the same.
 
I have the HP G72 series and I'm having the same exact issue. As soon as I upgraded from Windows 7, my scrolling ability seemed to completely deactivate. I've attempted to look through the mouse & touchpad settings, but it states that my "Control panel Extension is Incompatible with Driver Version" of my Synaptics Pointing Device application..:eck:
 
Same issue as well. Upgraded from W7 Pro to W10 with no issues except the scrolling.

Using Boot Camp on a 27" MAC 2013 but never had a scrolling issue either with my Microsoft Sculpt Touch Mouse, Apple Magic Mouse and Apple Magic Trackpad.

In Device Manager I have a yellow error symbol, showing an issue on a USB Host Controller.

Tried to update driver and uninstall/re-install.
