Tracing Pictures?

Is there an app or a way for me to trace over a picture I find on the web and than delete the original picture to just see my work and outline?

Yes, as far as apps go I think you would be able to use Graphitier. It is a sketch oriented app that supports layers and you can import photos.

It is free but is worth some money. There are some paid upgrades at reasonable prices, such as colored pencils and I think some blending tools. But it does what you want for free.
