This week is the week 28... That leaked picture actually shows that the OTA update should start in week 29 (ie next week) in Benelux countries.

Today one question strike my mind why there was no developer preview for the cyan update??
Before this every firmware was given a developer preview ..and i think wp 8.1gdr1 will also be in developer preview.but y not cyan update??

WP8 GDR3 and WP8.1 are OS updates, not firmware updates.
The firmware updates are Lumia Amber, Black and Cyan. These were never available with the developer preview.

As for wp8.1 update 1 (or whatever it will be called), it will be available as dev preview possibly within weeks as reported by Daniel Rubino (Windows Phone 8.1 Update 1 reportedly nears completion by Microsoft | Windows Phone Central)
