Also note that only the CV models are receiving the update.

Not only CV, e.g. the update is available for Vodafone 625 and 925 in Ireland and other countries.
There are other carriers as well.

because changing location does not mean you will get the update. the update is coming according to the manufacturer or carrier

II can confirm that in Croatia released Cyan upgrade, at least for us that we used 8.1 DP version of Windows but remained version of 8.1 is the same as DP ( RM-941_eu_croatia _1165)

Yep, wifi only due to the size, I believe.
