I'm gonna quote this from the OP:

sometimes it's just Windows that's wrecked, reintalling may fail, etc. So a liveCD could be the perfect solution.
in case is other part of the laptop wrecked, he could try and connect the HDD to a tower, i did that to recover my files once my laptop finally got bricked after multiple fails and warnings lol.

And if you had checked your "photos" backup option then yep, it's uploaded to your SkyDr... Uh, Onedrive.
If not, stop wasting time. It's impossible.
