Trying to download new language and the download fails.

I'm trying to download new speak language (english united states) and when it comes to 96% in the installation it stops and say that it can't make the update and this is problem number 8007054f

Reboot your phone. Disconnect cellular data(if on). Give it a try over Wifi.
If this doesn't helps, soft reset your phone and then try again.

soft reset means to delete everything and to reset the settings? if so: I tried to reboot and disconnect cellular dat - didn't work. when i'm trying to reset my phone - somehow i just can't.
