Unable to download update

My Lumia 640is unable to download updates it is stucked at 0%. Also i am unable to download store apps. The store apps download doesn't even starts. Anyone having the same issue?

I was having this issue on the 1020 in our family, but a reboot and a few minutes cured it; it started/finished the download for 318 shortly after restart.
I haven't updated any store apps yet, but that's next, after it comes back up.
318 is by far the best build I've seen to-date, obviously a LOT of stability work is in play, and battery life has really increased, measurably (haven't actually measured it, yet, but I'd say 30-40%, estimated).

Same issue in my 640 XL. It appears that the store apps won't update because the software update is in pending status. I tried updating the software through WiFi, but still, it is still stuck at 0%.
