I'm not sure of the actual file size once it unzips and installs. The current OS is approx. 2GB.

EDIT: My apologies. There are two updates, the first of which was fine over cellular. The second requires WiFi.

359MB exactly. I used wifi network to download WP8.1 Developer preview in Lumia 520. and the data sense app showed the usage.
