Updated to v 10. with 1520. Phone can't be opened. An app update may be available in the store

I can't make calls either and hardly can use the phone anymore. Can any-body resolve this issue with a detailed steps on how to troubleshoot it?

Hard reset or use the WPRT to roll back.

Unpin the phone app from the start screen and re-pin from the app list. See if that helps before you start resetting your device.
