USB Ports not charging when Off or Sleeping

I love my SB but really miss the ability ti charge my phone when it is Off or Hibernating with the lid closed.
I tried unchecking the 'allow this computer to turn off this device to save power' in Device Manager/USB controllers (all)/Power Management, but to no avail.
All my previous Windows laptops had this option, how come it is not on the SB?

Keeping the ports powered while the device is off is a waste of battery power, so maybe it's a choice they made for you in the SB
