Using Cortana without Location

When I toggle my location off to save battery, I also lose Cortana search button directly opens Bing search. Any way to use Cortana without location info?

hit search button to bring up Cortana > open Hamburger (top right) > Settings > (scroll down) tap on battery saver > Allow app to run in background should be "on" > mark box that says "allow to run in background even with batt saver"

My problem is not with battery saver. Cortana doesn't work if gps is off.

Agreed. Location instantly halves my battery life.

I also read that location has to be on to use Cortana. I think they said it was because if you ask something related to where you are like "Where is the closest restaurant? " Cortana will be able to answer you properly.

Not a real argument. Cortana could simply ask "May I use you location to find a answer for your question". If yes she could turn it on and off after she got the information.
