W10M - Outlook Email Add an Account Button is Dead, how do I get it working again?

W10M - Outlook Email "Add an Account" Button is Dead

1. Upgraded W10M from 8.1 for a day on Lumia 1020.
2. Did a fresh install on day 2.
3. Attempted to set up Outlook email via "Add an account" button. The button is dead and does nothing.
4. How else to add an email account?

I am having the same problem. Upgraded from Phone 8.1 to 10 and it was there. Had a few issues so I wiped it to start with a fresh install of WP 10 but I can't add any accounts. Tried from the Mail, Calendar and People apps.
