Use Bootstrap and a text editor. That's all you really need. Unless you need a WYSIWYG editor. Three are several free options around similar to Dreamweaver.

Well, it started off with the guy dressed as Misty (Pokemon) hugging the girl in a Captain America-ish outfit... Then another girl came up and started... Doing an interesting pose on "Misty", but she fell as I took the shot and everyone started separating.

I forget what it was I used in the past... It was a WYSIWYG editor, but i mainly coded and used the WYSIWYG view for a real time view of how it was shaping up. My page is very dated... And dare I say, crappy, at the moment.
