Delhi is usually covered under a thick layer of fog as locals call it. However, its smog - pollution from vehicles, dust from construction, smoke from fires and geographical location yields to an inversion (think Cincinnati or Salt Lake City). So pictures come out looking absolutely horrible.

In any case, I was able to get one picture of India Gate from a moving car around 8PM local time yesterday. Cropped to show the main item, no other fine tuning done.
