Do you really see much differences between the two ages???
In any case I don't think they get their licences at 17, just provisional. I doesn't say what age you can apply for a full.
I'm a bit surprised they haven't adpoted the licence systems of Canada and Australia yet. It takes about 4 years to get a full licence in both countries.

Well, in Switzerland it's like this: If you are 17 you can't buy hard liquor, you can't vote, you can't consume porn. But as soon as you are 18, the exact day of your birth, you are allowed to do all of this! That means that somewhere, somehow a mystical force changes an adolescent young person to an responsible adult from one day to another. And this of course includes driving safely!
Well, now that I think about it, maybe the mystical force just acts earlier in the UK, they have a lot of mystical creatures there. Leprechauns and stuff, migrated from Ireland.

We have the Druids... Faeries and all that other stuff is from Ireland. I guess they got bored easier.
