Are lebanese culture less stricter than other muslim countries? (not trolling, just curious)

It's not a total muslim country....you see there are different religions in it....so basically yes it is not as strict as Saudi Arabia but in Saudi Arabia the hijab rule doesn't apply to everyone....foreigners don't have to cover their heads
