Short answer: None

I use Forecast for straight weather data and live tile/lock-screen. It updates very reliably and doesn't suck battery. I gave up on Amazing Weather HD because the live tile always craps out. To augment the Forecast app, I installed RADNOW! for quick radar map.

If only there was one that did everything well.
