What are the arrows over my wifi and cell signal meters?

Have a 928 that was just updated and I know have arrows going diagonally up over both my wifi and cell signal meters at the top of the screen. If I move the phone around, they go away. Are these directional indicators to show where to go for better strength? Any ideas?

They just mean that you're sending or receiving data.

You see them if wifi or data become active. So during downloading and surfing etc

No. Arow becomes visible only if any any application is using data.
